Dear Sisters,

We had sent to you information about the situation concerning the law 19.992 (Valech Commission) which dealt with political jail and torture. This law recognized the victims of political jail and torture, and that’s why a national commission had been created which had been able to specify the number of persons who had suffered deprivation of freedom and torture for political reasons between 1973 and 1990. There are 35, 865 witnesses in this testimony.

However, the President Lagos Escobar in giving the report to the citizens pointed out that those testimonies would be confidential, and for that reason, nobody will have access to those during 50 years, in other words he claimed the Silence of these abuses and the impunity of the torturers.

It’s for that reason that we had met with Human Rights Organizations in order to protest and request to the International Community’s support through our representative at the UN, and we added a card in order it to be sent by WILPF International to the Chilean government, as a protest and a denunciation before International Organisms, since with this agreement, there is no justice as the soldiers and civilians who are involved in these acts remain unpunished. Furthermore, the Supreme Court in an unanimous decision supported the secret, which has been to allow to the Politics and Torture Commission to keep secret the names of those who had committed violations of human rights during the military regime, and to some human rights lawyers to introduce an appeal of inapplicability.
