Leahy sponsors restriction on sale, transfer of cluster bombs

WASHINGTON (AP) - Lawmakers have agreed to restrict the export of cluster bombs to prevent the indiscriminate killing of civilians.
The legislation bans export only of weapons that leave large numbers of unexploded charges after an attack.
Such bombs, still widely in use, kill and maim civilians for years.
Senator Patrick Leahy, a Democratic sponsor of the legislation, says the restrictions are only common sense.
He says he hopes the legislation will serve as an example for other governments who share the same concern.
